Cesar is a Chartered Civil Engineer (UK) and a highly experienced manager with over 36 years impressive track record of delivering major infrastructure projects. He has extensive experience including programme, project, design and construction management for a broad range of business sectors spanning bridges, marine works, rail, metros, roads, highways, water/wastewater, power, ports, dredging and reclamation, mixed-use development and all aspects of tunnel, underground, ground and foundation engineering. This vast experience has been gained while working in the United Kingdom, United Arab Emirates, Kuwait, Saudi Arabia, Qatar, Philippines, Malaysia and New Zealand.
Has been successful in various project delivery methods including consulting, design/build, design/bid/build, PMCM and PMO.
Proven experience in delivering projects using standard forms of Contract (ICE, NEC and FIDIC) and bespoke client contracts. Familiar with British and European safety, contract law, design and construction standards
