Job Title: Consulting Engineer and Arbitrator

Areas of Expertise:

I am a professional Civil Engineer (PE licensure in Florida, North Carolina and Trinidad & Tobago) and an Arbitrator currently working independently. In my previous professional role, I served as Regional Manager for the Caribbean for the international engineering and consultancy firm Halcrow Group Limited (acquired by CH2M) where I led the firm’s Caribbean offices and portfolio of major infrastructure projects. I have over twenty-years of professional experience that involves a wide-ranging spectrum of project and contract management, technical engineering, and commercial management. My expertise is in the coastal and civil engineering sectors, with specific project related duties that include Project Director, Project Manager and Commercial/Contracts Manager for
a variety of civil engineering and planning projects, both from design as well as construction management and supervision related perspectives. My experience includes involvement in major civil projects (highways, bridges, etc.), with specific focus in the coastal and maritime (port and harbour) related sectors. I also hold the rank of a US Coast Guard Merchant Marine Officer (Captain’s License), which benefits my professional knowledge and one of my personal passions of sailing. In addition to my initial Masters of Science (MSc) degree in Coastal and Oceanographic Engineering, my second Masters of Law (LLM) degree is in Construction Law and Arbitration. In the capacity of public record, I served as
District Engineer for the Jupiter Inlet District (USA) and have provided legal expert witness testimony in numerous Court Cases, as a declared expert in the fields of coastal engineering and navigation, for the courts in both Florida and Trinidad & Tobago. I presently serve as treasurer for the CIArb Trinidad & Tobago chapter. I also serve as a committee member for the Claims Avoidance and Resolution Committee of ASCE’s Construction Institute.
