Philippe is a results-oriented lawyer and consultant with 25 years of experience in judicial reform, justice administration, human rights, civil society, foreign investment promotion, and international law. He has considerable expertise with the United States Agency for International Development (USAID), the National Center for State Courts (NCSC), the Pan-American Development Foundation (PADF), the United Nations Development Program (UNDP), the Inter-American Development Bank (IDB), the European Union, B&S Strategies, Chemonics International, Tetra Tech DPK, CARE, PAE Government Services, Palladium/Futures Group, and other international consulting firms. He has provided executive-level management and technical assistance services to projects ranging from $250,000 to $50 M. He developed and implemented governance activities, rule of law, anti-corruption, anti-child trafficking programs, and private sector development initiatives for Haiti, the Dominican Republic, the Democratic Republic of the Congo, Benin, Chad, and the Islamic Republic of Afghanistan. Philippe is a seasoned project director and monitoring and evaluation (M&E) expert with specific experience of using participatory methods to ensure successful project oversight and accountability.
