Phil is dual qualified as a solicitor in Scotland and England & Wales. Phil’s experience includes advising all parties in construction transactions both in the private and public sector whether they are developers, contractors, sub-contractors or members of the professional team. Phil also provides advice to private funders, banks, purchasers and tenants. Phil advises the NHS on their property estates and has developed expertise in the fire regulations and their impact on the construction industry. He has extensive contentious experience having advised parties in mediation, adjudication, arbitration and the TCC. Phil is a member of the Society of Construction Law

Robert Donnelly BSc (Hons) LLM DipAdj DipLP DipArb MRICS FCIArb

Robert is a dual qualified Solicitor and Chartered Quantity Surveyor with a blend of over 30 years construction, contractual and legal experience. He provides commercially focussed, practical advice, strategy and representation to the construction industry in the UK and overseas in connection with contentious and non-contentions matters. Robert also provides training, has acted as an external assessor for Leeds Beckett University and as an adjudicator. He is a member of the Society of Construction Law and the Adjudication Society.

Richard Piper

Branch Secretary

Richard has significant experience in commercial property development and construction, specialist civil engineering contracts, process plant engineering contracts, retail and shopping centre development, hotel and leisure facility procurement, renewable energy projects, litigation, arbitration and expert determination, mediation and ADR. He acts for a number of contractors, commercial property developers, retail clients, engineering companies, building contractors and specialist sub-contractors, major lending banks and owner-managed businesses. He is also a Visiting Lecturer at Leeds Metropolitan University in the Construction Law MSc Degree course.

Neil is a Chartered Quantity Surveyor with over 20 years of construction contracting experience across a wide range of project types with values up to £260m. He is member of the CIArb Business Arbitration Panel and the President’s Panel for construction adjudicator’s.  Neil is a member of a number of other construction adjudicator panels including the RICS President’s Panel, CIC, UKAdjudicators.co.uk and HuntADR.  Neil is also an RICS accredited Facilitative and Evaluative Mediator and an RICS accredited Expert Witness. Neil practices across a variety of industries dealing with consumer and business commercial matters.

Angus Carlisle BEng (Hons) FCIArb

Angus is a CIArb Fellow, an Engineer and a founder of Carlisle and Carlisle Ltd. Angus and his Company are active in Tier 2 / specialist engineering construction dispute and problem resolution, both locally and internationally. A committed supporter and promoter of the benefits of ADR at all levels, in particular international arbitration, he has had a 35 year career over half of which has been spent outside the UK. A former committee member of the CIArb UAE Branch, Angus joined the North East Branch Committee in 2018.

Chris Jenkins BSc DipArb FRICS FCIArb

Chris is a Chartered Surveyor and commercial property consultant advising in respect of the acquisition & marketing of all types of commercial property, including the sale and acquisition of property investments and commercial & residential development land. He is appointed by the RICS and privately as both Arbitrator and Independent Expert to resolve commercial property rent review disputes, and also lease renewals under PACT (Professional Arbitration on Court Terms), a joint RICS / Law Society scheme which provides a cost-effective alternative to litigation in Court.

Robert Langley MA (Oxon) FCIArb Solicitor (non-practising)

As a solicitor Rob is an expert in commercial construction and engineering contracts, also professional liability and insurance disputes.  He gave up his Solicitors’ Practice Certificate in order to specialise in resolving disputes through ADR.  Having done over 50 mediations, he is a Registered Mediator with the Civil Mediation Council, a member of the CIArb Panel, and an enthusiast for Zoom mediation techniques.  Rob is accredited by TECSA as a Construction Adjudicator and has extensive experience.  He writes and presents training on mediation and adjudication law and practice, and enjoys teaching the PSC elective in ADR to trainee solicitors.

Eddie Ryan BSc LLB (Hons) FRICS FCIArb

Eddie is a Chartered Quantity Surveyor and Director with 26 years construction and engineering experience in sectors including energy from waste, oil and gas, aviation, healthcare, civil engineering, and building. He specialises in contract advice, completion and agreement of final accounts, preparation of extension of time and loss and expense submissions, and provides party representation and law firm support in adjudication, arbitration and mediation. Eddie provides Assessment of Professional Competence (APC) training to quantity surveyors who are seeking to become Chartered Surveyors, and is engaged by a variety of clients including contractors, subcontractors, and employers in the private and public sectors.
