Personal bio

Mr . Djamel EL AKRA is a French national and a long-term resident in Asia. He is registered in the Panel of arbitrators of several institutions:

- National Commercial Arbitration Center (NCAC). He has been involved as co-counsel in arbitral proceedings under the NCAC Arbitration Rules, including the first emergency arbitrator proceeding. He is a member of the Education and Training Committee;

- the Thailand Arbitration Center (THAC).

- Borneo International Center for Arbitration and Mediation (BICAM);

- Maldives International Arbitration Center (MIAC)

He is also registered in the Panel of Mediators with the Asian International Arbitration Center in Malaysia (AIAC)

As well as being Accredited Civil/Commercial Mediator (enrolled in ADR/ODR International panel), IMI Qualified Mediator, SIMI Qualified Mediator.

He holds a Master Degree in International Business law and a Master Degree in Japanese Language and Studies, including a University Diploma in Chinese mandarin.

He has been practicing in Asia for a decade as in-house counsel and advisor in law firms, handling projects related to energy, infrastructures, corporate, investment, tax and intellectual property rights. He has been listed in the Legal 500, GC Powerlist 2017 Southeast Asia, being the only corporate counsel listed in Cambodia, and have been shortlisted as In-House Lawyer of the Year by the Asian Legal Business in 2017.

His background in international law has provided him with a broad exposure, spanning countries such as France, Italy, China, Japan and Cambodia. He has contributed technical assistance to governmental institutions, such as the International Institute for the Unification of Private Law for the preparation of the UNIDROIT-FAO legal guide on contract farming.

In Asia, among other matters, he has assisted investors in obtaining land rights, conducting due diligence for securing loans for renewable energy projects, establishing joint-ventures or project companies between international and local investors or with local public companies, and structuring legal structure for public private partnerships.

He has also taken advocacy and leadership roles as Secretary General of the Chamber of Commerce and Industry France Cambodia (CCIFC), Chairman of the Human Resources Committee of European Chamber of Commerce of Cambodia (EuroCham), Member of the Task Force on Tourism Industry in the Government Private Sector Forum Working Group on Tourism (GPSFWG), member of the Labour advisory Committee (9th mandate).

He is also dedicated to academia, lecturing Law courses since 12 years at the Royal University of law and Economics (International Programs in partnership with Paris II and Lyon 2 Univ.).
