A FIDIC practitioner and owner of Hijazi & Saad Contract Management Office providing contract and construction management solutions since early 2013 with over 38 years of hands-on experience in the construction industry specialized in contracts and claims management and preparation, having an extensive background in
1. Preparation of Particular Conditions of Contract for RED/YELLOW/GOLD/SILVER Book type contracts including switching Red Book to Lump Sum type contracts.
2. Construction Project management including Supervision, Planning Cost Estimating, Cost Management.
3. Construction Contracts Pre-Award Management Services including Tendering and Tender Analysis and Award following FIDIC and PPP principles.
4. Client Consultant Contract / Agreement Management helping Clients during the course of a project, in particular when problems arise and / or claims need to be prepared / addressed. FIDIC White Book 1996, 2006 Editions.
5. Value Engineering, and
6. Project delivery including advice on all close out procedures.
All the above was associated with wide range of multi-disciplinary projects which I have worked on including five- star hotels, mixed use commercial centers, infrastructure, residential buildings luxurious villas, office buildings, hospitals and clinics, airport terminal buildings and airfield facilities, industrial sea water pumping stations and marine works projects.
Participated as a member of the team comprised from USAID, World Bank, Jordanian Ministry of Public Works & Housing and Jordanian General Tenders Department entrusted to review of the Jordanian Standard Form of Contracts for Design, Supervision and Construction for construction contracts adopted by the Government of Jordan.
Participated in Arbitral Tribunals in the capacity of member and chair in several arbitration cases following the Jordanian Arbitration Law.
Participated as a member of the Technical Committee appointed by the Jordanian Ministry of Public Works & Housing to review the tendering procedures and award of the New King Hussein Bridge Project (a Private Public Partnership Project).
Provided technical support for the legal counsel representing parties in dispute in arbitration proceedings both according to the Jordanian Arbitration Rules and the International Chamber of Commerce procedures.
