Mario is a Peruvian-qualified lawyer with 13 years of experience in regulatory and arbitration matters, frequently mixing both approaches to assess Oil & Gas, Infrastructure, and Telecom concessionaries. He is Founder Partner at Baxel Consultores, a legal boutique specializing in Commercial and Investment Arbitration, Economic Regulation, Competition, and Behavioral Policy. He co-leads the Dispute Resolutions Department and the Behavioural Legal Design Unit. The Legal 500 and Leaders League dispute settlement rankings have recognized his work. Mario has a bachelor’s degree in Law (PUCP, 2009), a master’s degree in Economic Law with an emphasis on Economic Regulation and Economic Analysis of Law (Universidad Externado de Colombia, 2020), as well as postgraduate studies in Public Policy (Universidad del Pacifico, 2019). Currently, he is a LL.M. Candidate in International Dispute Settlement at MIDS, Geneva. He is a member of the Club Español de Arbitraje (CEA) and The Chartered Institute of Arbitrators (CIArb). Since 2014, Mario has taught “Behavioral Law & Economics” and “Regulatory Impact Assessment” at Universidad del Pacífico’s Law School and Public Management School in Lima, Peru.
