Personal bio

I commenced my career in 1994 in project management and engineering consortium of Istanbul Metro Project. I am dual qualified, having a Bachelor’s Degree in the Civil Engineering and a Master of Laws Degree in Construction Law and Practice. I am also a member of numerous professional institutions such as CIArb and the Academy of Experts. My specialised computer software skills include Microsoft Access, Microsoft Project, Primavera Project Planner (P6), Primavera Sure Track and AutoCAD. I speak fluent English, Turkish and Russian.

My areas of expertise include international arbitration, expert witnessing, contract administration, project management, claims analysis, planning and scheduling, and cost engineering. My projects consist of power plants, petroleum pipelines and facilities, rail and transit, shopping malls, residential facilities, educational buildings, sewage handling and treatment, commercial office buildings, marine terminals, hotels and resorts, sports and recreation facilities, airports, and water supply systems in Turkey, Libya, Georgia, Kazakhstan, Russia, Turkmenistan, and Uzbekistan.

I have acted as a named expert on a number of expert appointments and attended to an expert conferencing in matters concerning area take-offs, valuation of final accounts and termination claims.

I prepared narratives, flowcharts, and other documentation of contract administration manuals for a number of engineering, procurement, and construction (EPC) projects by evaluating terms of International Federation of Consulting Engineers Conditions of Contract (FIDIC).

I also prepared contractual entitlement, chronology and quantum sections of several claim files.

As Contracts Manager, I drafted tender invitations and documents, contracts and subcontracts; administered variation orders and claims; and conducted tenders.

I was also responsible for the engineering, procurement, budgeting/cost control, reporting, licensing, construction and maintenance aspects of various projects. I coordinated technical issues among parties, obtained local permits and approvals, prepared informational and statistical data, monitored budgets and schedules, identified organizational inefficiencies, and performed site audits.
