Mohammed’s areas of expertise include project controls, schedule delay analysis, construction claims, and dispute resolution. He has worked across a wide diversity of construction projects including infrastructure, engineering, oil and gas projects, retail, commercial, leisure, and military-grade security projects. Mr. El-Wakkad has worked on major international projects in Malaysia, UAE, Kuwait, KSA, Bahrain and Egypt. He has over 18 years of experience in diverse construction & infrastructure works in the EMEA. He has acted as an assistant expert witness on several delay matters and assisted both owners and Contractors in managing a variety of complex projects. His duties involved planning, execution, and management of different types of construction projects involving airports, and high-rise buildings through their different stages from the foundation, basement, core, and shell to finishing works, and infrastructure works in different types of terrains, including highways, pre-stressed & post-tensioned bridges, culverts, tunnels, underpasses, tanks, huge excavations & filling works, road furnishing works & almost all types of major utilities & services Works. His expertise is in the analysis of projects’ delays including the preparation and review of EOT Claims, in addition to the preparation and review of Contractual Programmes of work during the different stages of the project’s life cycle starting from the preparation of tender/bid programmes up to the construction programmes and its updates. He possesses a comprehensive understanding & knowledge in planning, scheduling, resource/cost loading, updating construction activities progress on work schedules, tracking, monitoring, and controlling project schedules. His experience also involves Contract administration in various Contractual aspects mainly related to delay and disruption claims, and preparation of Contractual correspondence to authorities, Employers, Engineers & Contractors. He is familiar with most current standard forms of Contracts, especially FIDIC Contracts, and is familiar with local construction techniques, statutory authorities’ requirements, and procurement routes. He is also adept with all forms of planning software including Primavera, Claim Digger & MS Project. He also has good knowledge of a wide range of other programmes used to manage projects in the construction industry like Deltek Acumen Fuse, and TILOS for Linear Projects & Time Location Diagrams. In addition to the technical writing, programme preparation and review of EOT claims using different delay analysis methodologies and techniques. He also has a proven ability to apply sophisticated planning techniques and present the same using simple, easily understood graphics, illustrations, and high-quality presentations. He has assisted in preparing the merits for expert reports of different arbitration cases in the UAE. He has also acted as an independent 3rd-party expert in an adjudication case in Bahrain.
