Jess Chong is a Chartered Quantity Surveyor with over 20 years’ experience. She obtained 13 years’ experience in construction, and oil & gas industries as a quantity surveyor and over 7 years’ experience in expert witness sector assisting instructed experts preparing reports in compliance with Civil Procedure Rules (CPR) and RICS code of practice. Jess has assisted instructed experts on over 20 occasions in relation to construction disputes on quantity surveying matters. She has great insights and understandings of different commercial aspects which allowing her to provide quality advice and services to the clients.
In Expert Witness and Advisory role, Jess has notable experience on both domestic and international claims for arbitration, adjudication, mediation and litigation proceedings. Jess skilled in the appraisal, forensic investigation and analysis of projects’ data in relation to quantification of claims and/or defend the counterclaims. This includes disputed matters on prolongation, disruption, liquidated damages, loss and expenses, valuations of variations and compensation events, price escalation analysis, hardship claims, defects and remedial costs, etc.
In Quantity Surveyor (QS) role, Jess worked on projects in petrochemical, oil & gas and LNG sectors for global energy companies. Jess well-versed in both pre-contract and post-contract management, tendering, project estimates and measurement for both onshore and offshore facilities on major work disciplines. She worked at numerous fabrication yards in Scandinavian, Europe and Asian regions.
