Personal bio
Paul is a member of the Chartered Institute of Arbitrators (MCIArb), the Philippine Institute of Arbitrators (MPIArb), a trained arbitrator of the Philippine Dispute Resolution Center (PDRC), and a trained tribunal secretary of the Hong Kong International Arbitration Centre (HKIAC). Paul specializes in energy law, public policy, and dispute resolution. He was previously the Deputy Director of the Senate Energy Committee and the Deputy Executive Director of the Philippine Rural Electric Cooperatives Association (PHILRECA).
Paul obtained his Bachelor of Science in Applied Physics, Juris Doctor (JD), and Master of Technology Management (MTM) degrees from the University of the Philippines (UP) Diliman. In addition to being a lawyer, Paul is a licensed Real Estate Appraiser and Broker. He teaches Land Valuation and Management at the UP Open University and Technology Management at UP Diliman. He obtained his Master of Laws (LLM) in International Dispute Resolution with Merit at the Queen Mary University of London (QMUL).
