Senior Contracts and Commercial Professional Oil and Gas | Major Capital Projects | Contracts | Procurement | Claims and Disputes Independent consultant providing contracts and commercial advice to owners, contractors and subcontractors. Byrne is a Chartered Quantity Surveyor with 32 years experience in engineering and construction, 28 years of which have been in the international oil and gas industry in senior contracts, procurement and commercial roles advising and working with leading operators and contractors up to CEO level. He is technically and legally qualified with an in depth understanding of contracts supported by a strong project background. He has proven ability in senior roles, successfully leading and managing contracts and procurement departments in multinational oil and gas companies including NOC’s, IOC’s and independents understanding the dynamics at play in each type of organization. He has also worked for and advised a number of multinational EPC contractors. His prime focus has been major capital projects leading contracts and commercial activities throughout all project phases from the development and implementation of contracting strategies to the subsequent contract management and project close out covering offshore platforms, pipelines, subsea developments, FSO's, FPSO’s and onshore LNG facilities. He has expertise in formulating, negotiating and concluding high value EPC contracts coupled with skill in claims and change order management and strategy including their preparation, evaluation, defense and resolution achieving pragmatic and successful commercial solutions to contractual disputes. Additionally, his experience covers seismic data acquisition, on and offshore drilling, oil field services and operations contracts. Byrne was based in South East Asia for 18 years having lived in Myanmar, Indonesia and Thailand. This is complemented by experience in west and east Africa, France and Australia. He currently plays a key role in managing the multi billion dollar claims and disputes for INPEX in relation the onshore Ichthys LNG facilities. He was previously a Vice President at PTTEP, leading and managing the Contracts Department. He also advised them in relation to multi-billion dollar projects including the Bongkot South, Zawtika and Montara developments. He has worked with Total, Premier Oil, Talisman, Saipem and Technip. Byrne has a B.Sc. in Quantity Surveying, a LL.B. (Hons) and a PG Cert. in Arbitration. Byrne is a member of the Royal Institution of Chartered Surveyors, the Chartered Institute of Arbitrators and the Society of Construction Law.
