Frank is a Civil Engineer by training and has over 30 years experience across the industry, including extensive background in directing daily operations and senior level management of US$25 Million to $1.40 Billion projects, including: marine, process plant, large dam, underground cavern, rock tunneling, highway & bridge, water supply, pipeline, as well as petro-chemical and irrigation projects. Frank has worked and lived across the globe in Malaysia, the U.A.E., Oman, Pakistan, Saudi Arabia, Japan, Nepal, Indonesia and Nigeria. His extensive international work experience managing teams comprised of differing nationalities and professional backgrounds, complemented with his problem solving, analysis, resource management and leadership skills provide him with the necessary tools to tackle complex construction dispute resolution. Dispute Resolution Experience Dispute resolution experience since 1990 includes advising on arbitrations (ICC and ad hoc) as well as litigation in several countries. • Claimant in ICC Arbitration regarding the construction of Hydropower Scheme in Nepal including unforeseen ground conditions and EOT issues. • Claimant in UNCITRAL Arbitration regarding construction of jetties and undersea pipelines in Oman. Settled before Final Hearing. • Defendant in UNCITRAL Arbitration regarding subcontracted works of jetties and undersea pipelines in Oman. • Defendant in UNCITRAL Arbitration regarding subcontracted work of water pumping stations in Abu Dhabi.
