• Twenty six (26) years of experience in public procurement and contract management of Goods, Civil Works and Consulting Services covering preparation of procurement plans, bid document/RFP preparation including finalization of specifications/ToRs, bid advertisement, arranging pre-bid conferences, bid/proposal evaluation, contract negotiation, contract award/agreement, contract management, handling complaints from bidders/consultants and other agencies, handling contractors' claims, monitoring cost and time over-runs, mitigating various types of risks, handling all types of contractual issues including arbitration. • Fourteen (14) years of experience of working for a number of projects funded by World Bank, ADB, and other donors, handling procurement of Civil Works, Consulting Services, and Goods; Contract Management; and building procurement capacity of national staffs. • Fourteen (14) years of international working experience. • In-depth knowledge of public procurement principles, regulations, systems, and approaches to international procurement with proven ability to handle complex procurement issues and problems. • Specialized expertise and broad experience in the areas of development and implementation of regulatory framework for public procurement, e-procurement systems, institutional/organizational structures for procurement management. • Expert in FIDIC Conditions of Contracts - Red book, Yellow book, Gold book, and Silver book. Fourteen (14) years of experience of use of the FIDIC suite of contracts in several projects. • Expert in Public Private Partnership (PPP) Projects. • Extensive international working experience in various countries including Afghanistan, Bangladesh, Bhutan, Cambodia, China, India, Lao PDR, Myanmar, Philippines, Tajikistan, Timor-Leste, and Vietnam.
