Mr Hernandez is an Architectural Engineer, Chartered Quantity Surveyor & Construction Manager, and has a Master of laws in Construction Law and Arbitration. He is Managing Director in FTI Consulting’s Construction Solutions practice, based in London and has over 20 years of experience in multi-disciplinary projects throughout Spain, the Middle East, Ireland, Scandinavia, Latam and the UK.
Of particular noteis his considerable experience in international Arbitration; conciliation, mediation and adjudication in Ireland and the UK. His specialist skills also include quantum, project management, and delays analysis based on common sense, practical knowledge and experience.
An accomplished leader with Project and Construction Management expertise in managing high-value and complex projects internationally demonstrated by successfully delivering eight Healthcare projects on time, safely and to the Client's satisfaction as Project Director worth circa $3 billion. In addition to undertaking several other Civil (Metro, Railways) and Building projects (Education, residential, iconic-symbolic projects) in various Senior Commercial roles and JV Board Members.
Not only has Mr Hernandez gained experience in major international disputes, provided evidence and faced cross-examination in ICDR London under oath to ICC Tribunals during two complex disputes above $2 billion. Javier has also been retained by legal counsel to provide Project Management expert opinion and delay analysis expert opinion and has assisted appointed testified expert witnesses in international matters of quantum and delay. His experience has spanned Solar plants, gas pipelines, waste-to-energy plants, etc.
Mr Hernandez has acted as a Member of the Dispute Adjudication Board (DAB) under FIDIC for the negotiation of claims and notices of dispute about termination of the Contract.
Mr Hernandez has directed as Board Director overall commercial and contractual aspects of PPP programmes (Design, Build, Operate, and Finance -DBOF agreement) in Ireland and managed contractually and commercially PPP projects from inception to completion, including contract drafting and negotiation.
He also assists owners, contractors, and other contracting parties on ongoing projects with contract audits, project controls, risk management, contract administration, dispute resolution, claims prevention, programme development and quality checks, and other commercial support services.
