The seminar will present a panel discussion of the engineering and legal views approaching some controversial points raised after 4 years of the issuance of the Act; including the challenges of the application of this Act from an engineering point of view and if the Act includes articles that may be considered, by the engineers, unclear and may raise disputes. Dr. Salwa Fawzy, Contracts Director, Atrium Project Management
Commercial Director with engineering and legal experience in Contracts and Procurement. Special focus on FIDIC contracts and the Egyptian Civil Code, with experience in the Law of Tenders, JCT Contracts, NEC Contracts, Egyptian Arbitration Law (Law No. 27/1994), London Arbitration Act (1996), claims, extension of time and delay analysis, UNCITRAL Arbitration Rules and ICC Arbitration Rules. Dr. Salwa Fawzy is author of the book ‘Practicing FIDIC in Civil Law Jurisdictions - Application of Time and Additional Payment Provisions’.
Dr. Waleed El Nemr, Contracts Director, Hill International Ltd
Dr. El Nemr completed his PhD degree in 2017 from The University of Salford (Manchester, England) in which he researched the enforceability of time bar clauses in construction contracts in the English common law and Egyptian Civil Code jurisdictions. He completed his bachelor's and master's degrees in Construction Engineering from the American University in Cairo in 1997 and 2001, as well as a master’s degree in law with specialization in Construction Law and Arbitration from The Robert Gordon University (Scotland) in 2009. He is also a Fellow under the Chartered Institute of Arbitrators (FCIARB) and Vice President of the Egypt branch. He is also a member of the Association for the Advancement of Cost Engineering (AACE) International and President of the Egypt Section, 2018-2020, and is currently Vice President. He is a member of the Society of Construction Law (SCL), and a member of the Dispute Resolution Board Foundation (DRBF). He was also a certified mediator by the National Association of Certified Mediators (NCMA) (2017-2019) and by the Egyptian Amicable Dispute Resolution association. He is also the author of several articles on construction claims in Egypt that have been published in international journals. As of July 2020, Dr. El Nemr has nearly 23 years of experience in the construction industry, the majority of which is in contracts and claims management, encompassing positions in various international project management firms, such as Bechtel, Fluor Daniel and Hill International. He also participated in numerous arbitration cases in Egypt and served as an arbitrator, dispute adjudication board (DAB) member, sole adjudicator, expert appointed by an arbitration tribunal and by claimants and respondents. He is currently the Contracts Director of Hill International’s Africa branch, based in Egypt and is an Adjunct Assistant Professor in the Construction Engineering Department of The American University in Cairo.

Hazim A. Rizkana is the Managing Partner of Rizkana & Partners. Hazim focuses on litigation and arbitration, banking and finance, civil, commercial and private law, aircraft finance, mergers and acquisitions, securities, trademarks and patents.
