Justice Quentin Loh was appointed Judicial Commissioner in 2009 and a High Court Judge in 2010. He is currently the Judge in charge of the Singapore International Commercial Court. Before joining Supreme Court, he was Managing Partner of Cooma, Lau & Loh, a firm he co-founded in 1978. He was appointed Senior Counsel in 1999. In 2001, he moved to Rajah & Tann as an Executive Committee member before becoming Deputy Managing Partner in 2003. Until his appointment as a Judicial Commissioner, he was also Director of Maxwell Chambers, a dispute resolution complex located in Singapore.

Significant progress on Advisory Centre for International Investment Law at UNCITRALIn 2017, UNCITRAL Working Group III (WGIII) was launched and was tasked with working on procedural reform of the investor state dispute settlement (ISDS) system. From 1-5 April 2024, Ciarb participated in the 48th session of WGIII in its capacity as an observer delegate.
